So, I was readin' through the archives to try and refresh my memory on some things and just need to ask: am I crazy, or wasn't there a little filler seal boy sometimes? Am I thinking of something entirely different?

Ha, that's definetly a sign you've been reading quite if you remember that filler! But yes, there used to be Perk the seal boy filler, but it got deleted as it was just a little too random and just broke up the comic.

The Blomqui state up until fairly recently was a theocracy, so the High Priest was also the de facto ruler. Modernization brought about a secular elected official that kinda co-governs. The blended secular and religous aspects of the government is complex, and other countries just kinda write them off as backwater and leave them alone, since it's a fairly closed culture anyway. Which is why Narancs doesn't have much knowledge of what's going on there; Wrey actively avoids knowing anything about it.
